Shortly after birth, James, who is now 1, was diagnosed with neonatal abstinence syndrome and given small doses of morphine to get him through the withdrawal. The most recent state hospital data suggest that the rate of drug-dependent newborns has skyrocketed to about 16 in every 1,000 births — about three times the national average. At Massachusetts General Hospital, doctors started following drug-exposed babies about three years ago.
